Digital India: An e-Vision

The arrival of Modi Sarkar didn't just bring powerful speeches, the cheer of 'Achche din aane wale hai' and cleanliness drives but is actually working on bringing the 'Achche Din', hence introducing a concept that would make the most significant difference in the development of the nation, the concept of Digital India. The budget for implementation of this plan is a huge sum of INR 1,13,000 crores. This project is one among the top priority projects of the Modi Administration and is marked for completion by 2019.

       Quoting PM Narendra Modi:

"The world used to think we are a land of snake charmers and black magic. But our youth has surprised the world with its IT skills. I dream of a digital India. It was once said railways connects India. Today I say IT connects India."
Referring to e-governance, he said, "E-governance is easy governance, effective governance and economical governance".

The questions that now arise are:

1. What is Digital India?

According to WikipediaDigital India is an initiative of Government of India to integrate the government departments and the people of India. It aims at ensuring the government services are made available to citizens electronically by reducing paperwork. The initiative also includes plan to connect rural areas with high-speed internet networks. Digital India has three core components. These include the creation of digital infrastructure, delivering services digitally and digital literacy.

In simple terms, the ambition of making the government services available to the Indian citizens digitally, via internet is widely called as Digital India. The initiative aims to connect the rural regions of India with world by providing high-speed internet facilities.

This program has been comprehended by Department of Electronics and Information Technology (DeitY) of the Indian Government. Bharat Broadband Network Limited (BBNL) will be the custodian of the Digital India project. The program will be implemented in phases from 2014 till 2018.

2. What is E-governance?

According to WikipediaElectronic governance or e-governance is the application of information and communication technology (ICT) for delivering government services, exchange of information communication transactions, integration of various stand-alone systems and services between government-to-customer (G2C), government-to-business (G2B), government-to-government (G2G) as well as back office processes and interactions within the entire government framework. Through e-governance, government services will be made available to citizens in a convenient, efficient and transparent manner. The three main target groups that can be distinguished in governance concepts are government, citizens and businesses/interest groups. In e-governance, there are no distinct boundaries.

In simple terms, using Information technology for providing government services to the citizens of India in an easy, efficient and convenient manner is widely known as E-governance. It is a wide network through which information can be exchanged, integrated and transactions can be communicated between the government and the various users (Citizens, businesses and state governments) digitally through the internet in an easy manner, hence reducing the paperwork. Digital India aims to make every Indian household and every individual, digitally empowered.

3. How E-governance through technology can accelerate this vision of a Digital India?

E-governance is a wonderful tool to bring transparency and accountability n India. However, it has its own share of technological challenges. Exploiting the diverse and productive technologies will be the key element in the success of a Digital India. Applying the National e-Governance Plan with the best available technology is the need of the hour.

E-governance through technology can result in the availability of government services on fingertips rather than waiting in never-ending queues and wasting several hours to wait for your turn. The high-speed internet connectivity in the rural areas through effective e-Governance would result in grooming the underdeveloped portion of Indian Youth that is residing in the rural areas in the most effective manner. Government of India (GOI) aims to bring such a transparency in the system, that the public is assured that their money is being used for them and for the right purposes.

Following are the main aims of Digital India to which the key element is e-Governance. It is very important to acknowledge that technology is the life force of e-Governance:

  • Simplifying the Indian Taxation system
  • Generalizing communication booths for the public and the government officials
  • Easy access to different services provided by the government
  • Information on reforms
  • Providing a platform to collaborate with the government
  • Free wi-fi, all over the country
  • Easy access to internet in the rural areas
  • Educating people about the facilities to be introduced.
  • Focus on e-learning
  • Easy redressal for all problems relating to government work
  • Easy return filling.

With the growth of technology in the international markets, the vision of a Digitally empowered India cannot come true unless e-Governance is teamed up with the best technology available. Use of outdated technology to conquer this dream is unacceptable.

To materialize the vision, the involvement of the private sector is a necessity. The youth of the nation is getting hold of the newest technologies through the private sector establishments and that is a plus point. Importing technology can be substituted by training the Indian youth in the IT sector to give shape to the Digital India vision which is bound to create over 1 crore employment opportunities in the It sector as well as the other related sectors. Intel India, a facility of the American MNC, Intel has joined hands with the government to create a digitally enabled India.

Intel is committed towards our government's vision of a Digital India. Through its ‘Digital Skills for India’ and ‘Innovate for India’ initiatives, Intel has been fostering technology as the enabler for creating a digitized India.

Intel India launched its ‘Digital Skills for India’ Program at an event in New Delhi in December '14. “Through the program, Intel India will work with the government to impact 5 million citizens by the end of 2015 with skills to compete in the global digital economy”.
As part of the initiative, Intel India also unveiled the Digital Skills Training Application comprising of modules on Digital Literacy, Financial Inclusion, Healthcare and Cleanliness in 5 Indian languages.                                                                                    
On this occasion, Intel also announced the ‘Innovate For India Challenge’ which will be launched in 2015. Innovate For India Challenge is an initiative to drive technology innovation across platforms to create solutions that are relevant for problems of India.
